Each black circle represents an “existing library suitable for expansion into a regional library, “ each bullseye represents an “owned site suitable for erection of a regional library,” and each “O” shapes indicate “new site and building required.” Each zone has been clearly delineated by hand with a felt marker. Reprinted at a giant but easy-to-frame size with a half-inch margin. I’ll leave it to Toronto librarians to tell me how much of this plan was actually completed.
