As mentioned earlier, the Canadian "Blueprint For Survival" series' first instalment was published in 1960 and titled Your Basement Fallout Shelter, and it was directed specifically at suburbanites. It was all about building a basement fallout shelter for people who had basements and the ability to buy two thousand cinder blocks. Two years after Your Basement Fallout Shelter was published, Canada's Emergency Measures Organization finally had advice for city-dwellers in the form of the 24-page Survival In Likely Target Areas, aka "Blueprint for Survival No. 5." 

You'll have to find your own copy to discover all its helpful tips (ie. "have a blast shelter if you can"), but I'm offering you a reproduction of the booklet's cover in print form. I can't tell which mid-sized city is shown on it, but that must be a Tupolev T-95 "Bear" atom bomber flying through its darkened sky.
